   Suppress sector-dollar tilts below the versioned opening-count reliability floor; for included sectors, normalize openings by midpoint employment, apply the versioned elasticity within the factor cap, and reconcile only the included-sector subtotal back to its unchanged official baseline.

   Assumptions

   • Elasticity 0.05 is assumed and unvalidated. It is not estimated from Saskatchewan evidence and has no cited empirical derivation.
   • The ±10% sector factor cap is a governance bound chosen to contain the scenario, not an empirically validated interval.
   • The 50-opening reliability floor is a conservative publication rule, not proof that sectors above it are statistically representative.
   • Unmatched or missing opening evidence applies a neutral factor rather than zero demand.

   Back-test: pending. The arithmetic invariants are tested, but elasticity 0.05, the ±10% cap and the 50-opening floor have not been empirically calibrated or validated. The output is a bounded sensitivity illustration, not a predictive model.
