Every community receives a confidence tier separate from its publication class. Public sources can support Tier C; Tier B requires governed local administrative evidence, and Tier A requires direct municipal validation, reconciliation and an agreed refresh cycle.

The modeled estimate is reconciled with governed municipal administrative data and directly validated through an active municipal data partnership.

Tier B0

Locally corroborated

A publishable public-source estimate is strengthened by current, model-relevant municipal administrative data from multiple local evidence domains.

A point estimate is supported by official public benchmarks and observable local activity, but has not been validated by the municipality.
